In this particular instance, the person saw a girl throw away packaged food she didn't want to eat and punished her for it rather than having another way to prevent this from happening. There are many ways to avoid perfectly good food being thrown away or wasted, but this school had not taken the time to do so. They put the problem of food waste on the little girl rather than the school for not doing enough to stop the waste of food in the first place.
