I wanted to make the reader consider the complexity of the use of power and influence, as well as City's possible motivations for doing so. In the passage, I highlighted two moments that I think may be especially important for readers to consider. The first is this line: “City had seemed to have a plan, a plan for something larger than either of them could have imagined.” I wrote this to suggest that City may have had bigger aspirations than originally thought. It could be interpreted as a representation of how power can be wielded to achieve one's goals. The second is this: “But City knew better. He knew what he was after, and had come looking for something greater.” Here I want readers to consider the idea that City had ulterior motives beyond what was initially understood. It suggests there may have been a greater purpose in City's decisions that wasn't immediately visible.
