The public would have been the ones who could have died from receiving a surgery they didn’t need as well as the ones spending what could have been hundreds or thousands of dollars on a needless surgery. Plus, the medical establishment and the policymakers had an obligation to see to the safety of those individuals receiving surgeries. However, I would be curious to know how the estimations would have changed since 1976 and why no one has bothered to keep track of them, or if they have, why they haven't made it public knowledge. Obviously, desperation is one reason, but could there be any others?
