I think this is why the wedding guest didn't want to hear him at first but after he looked into the mariner's "glittering eyes" he was compelled to listen to the tale.Saying "at an uncertain hour... that moment that his face I see" means that his tale is targeted to a specific person, and comes at a specific time that he doesn't know beforehand.
