Issues of plagiarism became so complicated because of the overwhelming access to knowledge and writing that we have. It is definitely necessary to have learners weigh in on these issues and learn how to make sure that their writing and creating is adhering to these rules. In higher education, I think there should be more of an understanding of what "literacy" means for other cultures, but so often literacy is pigeonholed and those who do not adhere to our standards are remedial.
