Do students understand how to determine what is most important? Did they have a chance to practice or to see anchors that might clarify the expectation?

I wonder if a graphic organizer would be helpful here. Then students could check their notes with a partner before writing the essay. They might ask each other questions which could help them to develop ideas further.

It looks as if the student misunderstood or more likely didn't finish reading. This is a good opportunity to go back to the text with the student to get the needed information.
