Definitely. I would think that every word that makes it to the publisher is because of the editor - they had the opportunity to delete some words, but they chose to approve what was sent.

Actually this is not true. Editors are reluctant to change what a good writer provides, and most good writers would object to substantial changes. Book editors are especially wary of making changes. They make suggestions; they do not give orders.

For better reviewing to happen, editors need to pay closer attention to the factual aspect of the review, an element that can be ignored in reviewers who rely on opinion and shock value.

I agree. A step forward in reviewing would be having the reviewers step away from opinions or giving a verdict. What's more important for the reviewer is establishing credibility.

Editors don't have much to do with determining accuracy, other then checking any quotations the reviewer uses. Editors rely on the integrity of their reviewers most of the time.

I think thats the problem with most reviews. There's usually some sort of "redeeming quality" even if the reviewer has logical arguments for why the piece is horrid. Or conversely, having to nit -pick and "find" something wrong.

Pool believes that editors are the gatekeepers. I disagree. If better reviewing is to emerge, the market will have to make that happen, meaning sales. If reviews of particular books make an impact in sales, this can then trigger editors to curate reviews

The market has very little to do with reviewing. Many best sellers never get reviewed. Editors ignore them because those books don't need the attention and often are not well written.

I think it is the responsibility of the editor to encourage the writers to be bold and creative when it comes to their reviews.
Yes the reviewer needs direction and encouragement from the editor but a good editor is also the reviewers best critic. Good advice and critiques should also come from the editor.

Most editors do not offer critiques. An editor might question wording, or ask for a quote--something like that, But they don't have the time or inclination to do critiques.

Depends on what you mean by "poor." Poorly written? Yes, an editor will not publish such a review. But if poor means negative, then most of the time editors go with the negative review.
